CONCEPTS OF COMMUNITY

Our community at Todd-Burch Halls is a group of interdependent students in an academic environment. Everything we do affects others in the halls. If one of us makes too much noise it affects the entire floor. Conversely, if one of us excels at something others can get help or enjoyment from that person. We make a difference in each other’s lives.

At Lamar Community College, Todd-Burch Hall strives to be a place where students with many interests can come and feel like they belong to a community. It is a community where all students can feel comfortable. In the halls, we want to teach you about accepting responsibility and having fun while in college. We want you to learn to be responsible for your studies, activities, and lifestyle. You will also learn to accept the responsibility for asserting you rights, explained in the Statement of Rights of the Individual in the Residence Community. The College provides students with study skill workshops, activities, programming, and counseling to help you reach your potential of excellence.

STATEMENT OF RIGHTS OF THE INDIVIDUAL IN THE RESIDENCE COMMUNITY

The well being of the residence community rests on the balances of the community’s ability to meet the needs of the individual and vice versa. This balance is best achieved when all individuals are aware of their personal rights and responsibilities to their fellow residents. Your rights end when they infringe on other’s rights.

As such, the following principles are designed to describe the rights of the individual within the residence community.

- Every individual within the residence community has the right to consideration and respect for their feelings and personal needs while at the same time respecting the same rights of every other person within the community.

- Every individual within the residence community has the right to live in an environment where their personal possessions and communal spaces are respected by every other individual.

YOUR HALL STAFF

The Coordinator of Residence Life is primarily responsible for the safety and development of all resident students on the LCC campus. The Coordinators’ apartment is located on the west side of the lobby. The Coordinator is available to help you with problems ranging from residential problems and classroom problems to problems outside of the class and college.

Each floor has a Resident Assistant, or RA as they are more commonly known. They are generally the first person for you to use as a source. While residents should try to solve problems among themselves first, if that does not work, the RA is your next resource. The RA is also a valuable person to go to if you having trouble finding things as the college. These RAs are trained to confront people who are not following the rules of LCC.

LCC RESIDENCE HALL POLICIES

These pages contain the policies of the Residence Halls at Lamar Community College. These policies were created with the Statement of Rights as a guide. This list addresses many contingencies , but the College does reserve the right to change and amend the list when it is deemed necessary.

Alcohol - Because of State Law, LCC is a dry campus. Alcohol is not allowed on any campus property including Residence Hall rooms or the parking lot. Any alcohol and/or empty containers found by hall staff will be confiscated and judicial action be taken.

Drugs- Possession, use or sale of drugs is prohibited by law and LCC. Any persons found in violation of this will be turned over to the College and/or local police for action.

Tobacco - Smoking is allowed in individual rooms only. Do not smoke in bed.

Chewing tobacco is allowed in the hall as long as it is used responsibly. Pick up your cups and dispose of your chew in a trash can. Do not put tobacco or chewing tobacco waste in the fountains.

Abuse of Resident - abusing other residents right to live in a safe environment will not be tolerated. Pranks, physical and verbal abuse do not belong in the Residence Hall community.

Harassment- Harassment is behavior which infringes on another person’s rights, has been confronted and continues. Harassing behavior includes, but is not limited to: annoying phone calls, knocking on a door and running away, bothering someone with inappropriate names, touching, or excessive noise outside a person’s door, harassing staff members, etc.

Weapons - Firearms are forbidden on the LCC campus. Knife blades cannot be longer that three inches. BB guns, air guns, and paint guns are considered to be weapons. Weapons cannot be stored on campus including in your vehicle.

Fighting -

Gambling- Gambling will not be allowed in the residence hall; gambling is also in violation of Colorado statutes.

Guests- LCC maintains a 24-hour visitation policy in the residence hall. With this privilege comes some responsibility. You and your guest must be considerate of all roommates and neighbors in the area. If a roommate objects to a guest, other provisions must be made. The host is responsible for all actions of the guest and is liable for any damages or other actions that need to be taken. All guest who do not live on campus must check in with the Coordinator of Residence Life or the Resident Assistant on duty by 10:00 p.m. on the night of ht stay. The maximum length of stay in the hall for a guest is three nights. The hall is for student of LCC. Any further nights must be approved and a $15.00 per night be charged.

Quiet Hours- Quiet hours are observed from 10:00 p.m. until 8:00 a.m. All other times are consideration hours. During quiet hours, and during finals, all doors must remain closed and noise kept to a minimum. A reasonable noise level will be maintained at all times and the noise level must be low enough to be conducive to study.

Restrooms- The restroom in the halls are gender specific. Men may use only male restrooms on the men’s floor and women may use only female restrooms on the women’s floors.

Doors - Please do not prop open doors. Do not pound on doors.

Posting- Anything posted in the halls must be cleared through the Hall Office. All posters about hall activities will receive priority on bulletin boards.

Solicitation - Door to door solicitation is not allowed in the Residence Hall. This includes placing flyers under the door.

Emergencies- Report any emergency situations to the first member of the hall staff you see or security.

Candles and incense- Due to fire hazard and damage, candles and incense are not allowed to be burned in the Residence hall. Odors from these products can be objectionable to students, so burning them is not allowed.

Cooking- Cooking is not allowed in the Hall to prevent unwanted pests, electrical safety concerns, and fire hazards. Refrigerators with a capacity of 2.0 cubic feet or less are allowed. Coffee makers and popcorn poppers with self-contained heating units are also allowed. Exposed heating elements and microwave ovens are not allowed. Equipment that does not comply with these guidelines must be removed from campus immediately.

Explosives- Explosive devices are not allowed on campus. This include, but is not limited to fire crackers, bottle rockets, and firearm ammunition.

Fire alarms and equipment- It is illegal to pull a false fire alarm. All alarms will be investigated by the hall staff, Lamar Police and Fire Departments. Setting off fire equipment, like hoses and extinguishers, is not allowed except in the event of a fire.

Fire- Your cooperation with the following procedures is important in the event of an actual fire. It is the responsibility of every resident to be aware of these procedures and follow them when the alarms sound.

-Touch your door. If hot, do not open your door.

-If your door is hot, put towels under the door, open you window and yell. Wait for fire equipment for rescue.

-If your door is cool, leave your room. Unlock and close the door.

-Go to the nearest exit in a single line and assemble in the Parking Lot. Do not re-enter the hall until told to do so.

Flammable liquids- For safety, flammable liquids may not be kept in the hall.

Check-in and check-out- when arriving at LCC, the resident will find a check-in sheet, in their room. BE very thorough with the sheet because it is used as a reference for check-out. This sheet needs to be signed and turned in to the Coordinator before keys will be issued. Any damages to the room either not reported at check-in or those that are beyond normal wear and tear will be deducted from the deposit. This sheet is a part of the hall files maintained by the Coordinator of Residence Life. If a resident fails to check out properly, the entire hall deposit is forfeited.

Consolidation- LCC reserves the right to consolidate students to improve use of space and resources. The Hall staff is willing to work with students who wish to maintain a private room, if space is available.

Non-transferability of agreement- Resident Hall facilities are reserved for the use of those who have a current Agreement for On-Campus Housing in the Residence Life office. Rooms may not sublet, nor many any unregistered guests be housed. Meal tickets are for the exclusive use of the person contracting them and are not transferable.

Single Rooms - Single rooms are only available if space permits. By choosing a single room, you will be billed the single room rate.

Room changes- No room changes will be allowed for the first three weeks of the semester. Contact the Coordinator to make a change.

Lock-outs- The replacement fee for lost keys is $25.00 per key. They can be obtained through the Residence Life Office. Lock changes cost $50.00. Keys may not be duplicated.

Room Entry - LCC reserves the right to enter rooms at any time. The College prefers to enter only with the knowledge and approval of the student, but if necessary, we may enter the room without the students knowledge or presence. The Hall Coordinator or assigned representative will be present at all times.

Room Inspection - LCC reserves the right to inspect student rooms for health concerns, safety concerns, cleanliness, and possible violations of rules and regulations.

Liability- LCC, its Residence Hall, its staff, and its agents are not responsible for any goods lost or stolen from campus. This includes classrooms, residence hall and parking lots. Protection of property is the responsibility of the individual. It is recommended that you check to be certain that you and your parents have some sort of insurance coverage on property brought on campus. LOCK YOUR ROOM WHEN YOU LEAVE IT.

Index

Mail- Mail is generally picked up and delivered at the halls about noon. It is usually in the boxes after lunch. Use your mail key to get your mail. Your address is: Todd-Burch Hall, 2419 S. Main, Lamar, CO 81052.

Food fights- Food fights waste food and clean up time. People who start and contribute to food fights will be disciplined by the College.

Parking- To park on campus, you must have a parking permit. Permits are available at registration or through the Business Office. These permits are only good for the student parking lot. Cars parked in marked areas are subject o ticketing or towing. Excessive violation of campus traffic rules can result in revocation of permit to park.

Telephone - Each room has its own outlet. Phone service is through Frontier Telephone.

Vending machines - The machines are here for your convenience. Any abuse to the machine will be reported to the vendor. Taking from the machine is theft and will be treated as such

Laundry-

Index

Antennas- No antennas are to be installed outside of the building,

Electric appliances- Microwaves are not allowed. Musical instrument amplifiers and devices capable of achieving excessive decibels are not allowed.

Damages- Report all damages to the hall office as soon as possible. Room and hall damages can be assessed against your deposit. In the case of damage to public areas, an attempt will be made to identify the persons who caused the damage, and they will be charged. If this is impossible, then the smallest group of students involved will be charged with the costs.

Furniture- Hall furniture is to stay in the area where it belongs. Lounge furniture is not to be taken to individual rooms. Community furniture found in personal rooms carries disciplinary action and added rental fees.

Garbage- For you convenience, each hall has garbage cans. Please put your trash in a can. If trash is too big to fit in a can, please take it to the dumpster. If excessive garbage is found on the floors and can be traced to a specific person or group, they will be charged a cleaning fee.

Windows, screens and the roof - Screens must be left on at all times. No one is to be on the ledges or the roof.

Index

Bicycles- Riding bicycles is not allowed inside the building. Bikes can be stored inside hall rooms but cannot be secured to LCC property.

Pets- Pets are not allowed. It an animal if found on the property, the local Humane Society wi9ll be notified.

Recreation equipment- No recreational activities are to be allowed in the hall due to the possibility of noise an damage. If you have shoes with cleats, remove them before walking on the carpet.

Sports - Sports are not to be played in the Halls.

Water fights and roughhousing - Water fights will not be allowed. Damages will be assessed. No running or wrestling.

Floor meetings- Your attendance at floor meetings is mandatory. You are responsible for knowing what goes on at these meetings and what is said.

DISCIPLINARY PROCEDURE

Lamar Community College has instituted a policy of active discipline consistent with the developmental goals of the Student Services Branch of the College. What we strive to accomplish is a consistent pattern of action in the hall where the students know their disciplinary status. The pattern that we want to set is one where the hall staff and the student can sit together to work on problems of discipline, instead of simply punishing.

The office of Residence Life has assigned points to violations in the policies section of the handbook. Some offenses listed in this section are not listed in the policies section. Previously unlisted policies include violation of laws, other campus regulations or disciplinary action. The office of Residential Life reserves the right to attend and edit this section in order to deal with unforeseen matters. Points have been assigned to violations by the severity of the violation. Where there is a range of points given for a violation, points assessed will depend upon severity of event and intent of violator. Points assessed for violations will remain a part of the students disciplinary profile for three semesters.

The following are the penalties assessed for accumulated points:

1 point- Verbal warning

2 points- Warning in writing

3 points- Discuss violation(s) in office

4 points- Not allowed in the hall for 24 hours

5 points- Not allowed in the hall for 72 hours

6 points- Permanent expulsion from halls

As with all disciplinary cases, , students who face permanent expulsion from the Residence Halls do have the right to a formal appeal through the Vice President for Students Service’s Office. This appeal must be filed in writing within 72 hours of the expulsion. Students are not eligible to be in the hall during the appeal process.

Any student expelled from the hall for disciplinary reasons will forfeit their deposit.

All RA’s, campus security and temporary head staff have the authority to recommend points be assessed under this system. Only the Coordinator of Residence Life or an assigned representative may assess the points and disciplinary action.

The Coordinator has the discretion to reduce or increase points dependent on the circumstances and the attitude of the resident(s) involved

OFFENSES

Currently, all offenses are handled by the Office of Residence Life.

Abuse of resident - 2 to 5 points and the possibility of criminal charges.

Alcohol - 1 point if in the company of people found with alcohol.

If it is yours 2 to 4 points plus 24- hour suspension.

If a four point violation is assessed, the resident will serve 24- hours for alcohol violation plus 24-hours for having four points.

Antennas - 1 point.

Assault - 2 to 6 points and the possibility of criminal charges.

Bicycle - 1 point.

Candles and incense - 1 to 3 points.

Cooking - 1 point for first violation and confiscation of appliance.

2 points for added violation.

Drugs - 5 to 6 points and the possibility of criminal charges.

Electrical appliances - 1 to 3 points and confiscation of item.

Empty alcohol containers - 1 point.

Explosives - 3 to 4 points for fireworks.

6 points for firearms and/or ammunition.

Fighting - 2 to 4 points.

Fire alarms - 4 points and the possibility of criminal charges.

Flammable Liquids - 2 to 6 points.

Food fights - 1 to 4 points and a cleaning fee.

Furniture - 1 to 2 points and a $5.00 rental fee per week.

Game room violations - 1 to 2 points.

Garbage - 1 to 3 points plus cleaning fee.

Guests - 1 to 2 points.

Hosting an expelled resident- 2 to 4 points.

Lofting - 1 to 2 points.

Misleading an investigation - 1 to 5 points.

Vandalism - 1 to 3 points plus damage charges and possible criminal charges.

Weapons - 2 to 6 points.

Windows, screens, ledges and roof - 2 to 4 points.

Criminal charges can only be made by the victim of the crime. Once an investigation is in the hands of the police, it cannot be halted by the Office of Residence Life.

COMMUNITY SERVICE PENALTIES

In any incidence of violation, the Coordinator of Residence Life may choose to assign community service either in lieu of or in addition to points. Failure to accomplish community services is punishable to assessment of at least 1 point and at most 3 points.
